Far as I'm concerned, Capital One Canada is a rip-off company big time. I got one of those pre-approved forms, went online filled it out. Capital One Gold card on the site said 19.85 annual interest rate. My statements show 25.9%. Calling I was told that this was until November 2009. Way I see they are misleading, misrepresenting, and false advertising to the public on their site and what they get away with it?
