I asked CitiMortgage to adjust my refinance rate down and lock it on April 28th, 2009, on my refinance application when the market rate was 4.875% on a 30 year fixed loan. I was being offered 4.375% with 1.75 discount points when the market rate was higher than 4.875% at 5.125% on March 30th. I also asked for a Good Faith Estimate which would have helped me in assessing my decision to lock. I have evidence of this request if needed.
