During the Florida land boom in the 1920s, orthopedic surgeon Fred H. Albee, renowned for his bone-grafting operations, purchased 112 acres from Bertha Palmer to develop Venice. John Nolen was hired to plan the city and create a master plan for the streets. Albee sold the property to the Brotherhood of Locomotive Engineers, retaining Nolen as a city planner. The labor union incorporated Venice as a city on May 9, 1927.
