Why do apartment owners rent to people that have no green card? There is the apartment building down the street from me and they just rented to these people that don't speak english and they drive. How could someone that isn't a leagl citizen rent an apartment? How are they allowed to drive a car? Does the Secretary of states office issue Drivers Licenses to people with no legal citizenship?
