Unauthorized billing

Went on their website, paid $1.97 for their 'tool kit' which contained nothing I couldn't find for myself doing a web search. Decided I would not bother using them again. I had used my PayPal debit card to pay.

I was on PayPal and noticed my balance looked a bit lower than it should so I checked my log and saw Blog Tool Kit had charged my account $39.95 plus .40 for 'foreign transaction fee' (where are they located really???). I contacted PayPal and thought they had taken care of this but apparently not. I have been charged twice so far: September 21st and October 21st.

The only recourse I see is to close my PayPal debit account and see if I can be issued a new one.
