BSNL Main balance deduction

My bsnl number is 09496940678. my balance was around Rs.60 and today its automatically deducted from my balance and turns to some negative amount. When i contact the customer care representative, he mentioned that i had downloaded from sites and that is the reason for deduction. But i didn't download anything .If i download anything then why it is not showing in my phone or as a message or anything else ? Without my permission BSNL networks employers did something in my bsnl account and that is the reason for deduction. I want my lost money back to my account.
