I'm to you. Chain lightning in pvp can only be used when you are out of fireballs. All spells can be utilized in pve much more effectively than pvp. This is the appeal and the skill for the magician. Knowing when to utilize a product and when to not use products. People love to corner and hump in this game.
Chain lightning can be casted on a ranger who is looking into an area or throwing weapons. The lightning will bounce towards people at the corner. Wizards move a lot. For fireballs, at least. Knowing the range of splash dmg's is important. I use it for melee vs combats in melee all the time. Don't be a body to the person. Use the splash damage to apply burn. It can be more then efficient. These are just some examples of what it takes to be a good skilled wizard. As far as the starting staff. It's not too difficult to buy spell books when the Alc has them available for sale. Barb gets a flat +10 weapon damage
What's everyone's stance on the numeric side of special perks or abilities of classes?
I ask because I recently realized that Barb is granted a flat 10 weapon damage for axes as a perk. This basically bumps the weapon damage up around 1-2 tiers of rarity. This makes their basic axe equal to a Common one in this regard.
