Eastside Utility District is managed by Don Stafford. This company has benefitted largely by Enterprise South and construction of the new Volkswagon plant in Chattanooga. His nephew, Tommy Stafford, owns a company which has done much of the clearing, grading and digging for water lines for this project, but wouldn't the family relationship be a conflict of interest? Also, how can it be proven that bids were honestly considered for other quality contractors? This is favoritism and helping line the pockets of family members. It could be questioned whether the bids were actually even opened and conducted in a professional manner? How can this matter be reviewed or investigated further? These jobs should be sealed bids, so how does the same contractor, who happens to be family, get all the bids? Suspicious!!!?
