Elite card send me a card which I never activated. When I checked on the balance, it stated that I activated the card and I used up $10.00.

This is a lie and a scam. If I have not activated with a pin code, how was it able to use $10.00. Besides the fact that I do not charge $10.00 at all but larger amounts.
