Today, January 20, 2011 in WINDSOR, Ontario -- Tenants of a three-storey apartment-complex were forced out into the COLD Thursday morning after utilities to the building were cut of due to lack of payment.
Enwin shut off water and then electricity shortly after 9 a.m., while the city issued do-not-occupy orders that were posted throughout the building.
