I am trying to make an offer on a property in Williams, AZ which is owned by Fannie Mae. My realtor claims that FIF National Title is a third party agency handling the offers. He says they refuse to accempt on offer for consideration unless I pay them $1000 to look at the offer. How can I submit an offer without the exhortion?
