I turned off service after closing a property due to a sale of the residence. When the final meter was read, the bill says I owe 713 dollars. My "average" billing over the 5 years was approxiamtely 50 dollars. The bills are showing "actual" not estimated. I did not have bill averaging, always supposed to be actual.
