Unauthorized billing

I ordered some perfumes on 11/15 which I planned on giving as X'mas gifts.

Did a search on the Web and found this vendor. Placed the order and received an e-mail confirming the order. I waited for another e-mail advising that the order had been shipped. This e-mail never came.

Went to visit the website to see what the problem was. They have a link on their website which allows you to track your order. It has been in 'Processing' status since day 1. Although it also states the Authorization number and Transaction ID number for the credit card. My Mastercard was charged the full amount on 11/18. I have sent numerous e-mails but have yet to receive any reply or acknowledgment.

I was not sent any e-mail requesting proof of identity.
If the order is on hold because the vendor was unable to verify my identity, why was my card charged? Why has my money not been refunded?

DO NOT BUY FROM THIS VENDOR. IT IS A SCAM!!!
