I want to report a fraud

This 'husky rent a car' company is currently renting carss without legitimate permits

1. They rent cars under 19 years old
2. They rent cars that are not legally on the contract
3. Scam use of credit cards of customers.
4. Threatens customers when in argument
5. Suspecting illegal licenses of rental
