my credit card was charged even after I cancelled the app
I checked in to getting a grant I did agree to pay the 19.99 but after about a week of no response I went back in an cancelled so ( or so I thought ) that no futher funds would be charged to my card

I WENT TO A GOVERMENT WEB SITE ABOUT GRANTS THAT WERE AVALIABLE ONLY FOR THEM TO CHARGE MY ACCOUNT 39.95 ONE WEEK LATER AND NOW HAVE NO WAY OF GETTING AHOLD OF THEM. IT SOUNDED GREAT BUT IT AINT WORTH IT.
