My problem is this, I have neigbors who are loud and stay up all night. playing music and traffic in there home is as if someone is runing a major hotel bussiness all i want is a tranfer and NYCHA keeps telling me that the only way I can tranfer is if someone is trying to kill what type of living is that ? I work in different state and need my rest because I have to drive two hours to get to and from my job What Can I do ?
