Default and cheat

Three years ago, I purchased a Time warner cable service from this company online and also ordered a wireless router for $ 50 (rebate 10 and 30 = $ 40). Then I mailed the form and the documents to the rebate center within the due date. But I have never received the rebate check and when I called them long time later, they said they did not receive the form.

I recently moved to a new address from the same company and did exact same rebate process. I mailed the form in the 40 day (the form indicated postmark must be within 90 days from start of cable service) from my cable service started (because only that time I can receive my second full month cable bill statement, that required by the rebate process). I just checked online and found that the rebate is invalid because past allowed postmark date. I called the number provided on the form, but nobody answers the phone call, everything is actually automatic voice that took me a long time. Finally, I found the offerwire online customer number and finally talked to the representative. After “checking” I was told they made a “mistake” and it was corrected and I should receive the rebate check within 6-8 weeks.

Obviously, the company did this “on purpose” in order not to pay the rebates to their customers. My question is: is there any authority can regulate such company and oversee them? This act and business is just like a crime!
