I am a Disabled Veteran and the Veterans Affairs pays my tuition for college. I applied for a Pell Grant to help me pay my living expenses while attending college. Salem International nows states that they can hold my Pell Grant until I have a positive balance. This will not happen for another 3 years. The college bills my tuition at the beginning of the semester and the VA pays at the end of the semester.

I don't know who to complain to about this but, I need the Pell Grant to help me out otherwise I will have to quit college.
