Since December 2003, this community mental health center (CMHC) has been paying $25 to $30 per day per patient to assisted living facilities and local social workers, in exchange for the patient referrals. In their first 26 months of operation they received $9, 400.000.00. Owners Carmen Gomez-Abreu, Antonio Santi, Evelyn Santi-Hochfelder and Jean Perez. After coming under scrutiny of the FBI and Medicare, they have since added a substance abuse program to subsidize their operation, this was done with the assistance of Department of Children and Family Services (DCF) inspector Carmen Gomez who is the mother of owner Carmen Gomez Abreu.
