Not refunded or given items purchased

Ordered 2 plaques back in March 0f 2010, at $50.00 a plaque. Checked on status at web site, found to be expired. Said on web site that due to economic conditions they are not able to stay in business. Will meet all orders. One year later and still can not get in contact with anyone, sent complaint to address's where items are to be shipped from, returned, sent complaint to official address, returned. Still have complaints but nothing from Who'sWho Registry of Academic Excellence. Can not get in contact with them at all. Can you help?

Non-reciept of items purchased

Orderd plaques for my daughter because Who's Who had emailed me stating that my daughter was among many who excelled in her school. Ordered the plaques back in 12/2009, and have yet to recieve them. Web site says that due to the economy they have shut down and tried to call but line was disconnected. Very unhappy with this. What can I do to get this resolved.
