Citimortgage is running some type of scam for refinance quotes. My husband and I called to get information about refinancing our home at a lower interest rate. The loan officer started giving us rates and figures over the phone, he told us the only out of pocket expense was $15 for a credit check and an appraisal was not required. I asked him to fax or e-mail me the quote he was giving us, he said NO he could not do that, it had to be done over the phone.
