They have customers send in gas receipts after sending them $5 through paypal. They promise to send you a $25 gas card for every $100 in receipts each month. I followed the directions, and received an email saying "you completed the requirements, please continue sending following the process, and your cards are forthcoming; please do not respond to this email."
