I have been scammed one too many times. Please tell me if this is a legitimate tax After receiving approval of a transfer to their bank, I was told that I was responsable to pay over $4, 000 for a UK "Three Year, Non Residential Clearance Certificate" (purportedly required by UK Banking Law by the Ministry of Finance for foreign transfer of funds.
