This is the second time I have had problems with Condo boards. First Condo the Board would no supply financials and documents for a sale of a condo. Sale fell through. Second Board had to finally do something about a drug problem in complex only after I had gone to police, health board, city aldeman, MP they finally did something after I sought legal action.
