I applied for a refinance mortgage of a condo and they wanted $500, deposit towards closing costs after a preapproval and said it would be returned if we were not approved. All was fine and then they ask if the condo project was 100% complete and I answered no (it is about 80% finished), and they said they do not mortgage condos unless all units are done.
