I just sold some scrap computer parts on Ebay and received a very prompt payment for the item but I am unable to ship the item due to paypal. I have called paypal customer service TWICE regarding this matter and have spoken to a supervisor as well. They have basically told me that unless I have money in MY pocket to cover shipping costs I can't ship the item using paypal.
