To whom it may concern before I state my complaint, here is a little history about me. I'm a 44 year old African American male with no criminal history, I also have two FBI background clearances. On 11/4/2010 at around 4:45 pm on Santa Monica blvd after asking officers Chavez and Borecu for directions to the 405, they immediately pulled behind me and turned on the lights.
