I recently mailed a payment to Target to pay off my balance, so that we could use the available funds to do our Christmas shopping while taking advantage of their "5% discount when using the card" The payment was electronically debited from my checking account on the 11th, but the funds still are not available on the card. When I first spoke with Target, they stated that it was because my bank did not release the funds to them.
