KACST is a center that is sat for blocking pornography and any illegal site in consideration of religion and human rights . However, "www.sistani.org " is a shia website that is blocked due to the hatred of the Sunni government . about 10% of KSA population are Shia and Sistani is a leader for them a refrence in religion matters (the highest refernce). This maybe looks like a politicial issue, indeed it is m but not only politicial, the human rights in this case are being smashed .
