KSA (kingdom of Saudi Arabia ) is ruled by a sunni muslim leader. All the companies and insititute are under supervising by the country . KACST is a center that is sat for blocking pornography and any illegal site in consideration of religion and human rights . However, "www.sistani.org " is a shia website that is blocked due to the hatred of the Sunni government . about 10% of KSA population are Shia and Sistani is a leader for them a refrence in religion matters (the highest refernce).
