I entered into a contract with this Contractor to replace windows and siding on my home. The contract price was for $5000 and he asked for $2500 upfront to buy materials and I agreed. I paid him the $2500, he was to begin work within two weeks. Three months later he has not started the work and I discovered that he had not even pulled a permit to perform the construction. I contacted him on several occasions and each time he assured me he would start the next Monday and he failed to do so. After several weeks I finally asked him to either complete the work by a set date or return my money. He took the materials back and told me he would have me a check the next day but he didn't have my money then and has avoided my calls since.
