I entered into a contract with this Contractor to replace windows and siding on my home. The contract price was for $5000 and he asked for $2500 upfront to buy materials and I agreed. I paid him the $2500, he was to begin work within two weeks. Three months later he has not started the work and I discovered that he had not even pulled a permit to perform the construction.
