My local Home Depot contracts with Mr. Rooter to install water heaters. Home Depot promised that the water heater would be installed today. We had a light snow, so Mr. Rooter claimed they couldn't install it because of the weather. They were rude on the phone. So, I called Home Depot back and after several hours of back and forth phone calls, they agreed to send an "inspector" out to see if they could do the job(in my basement) in the light snow.
