I gave an Ebay seller as much time as I could to deliver my item, as PayPal states they allow 45 days to file for a dispute. The item never arrived, so I tried to file a dispute. However, PayPal said it was too late despite the fact that it was the 45th day, not PAST the 45th day, when I tried to file it. So I contacted American Express who promptly refunded.
