I routinely pay my bills by check at the end of every month. Any bill received by the last day of the month is paid by mail the first of the following month. California Water Service company mails out their bills the first week of the month, and requires payment by the third week of the month, giving me less than two weeks to respond before their FINAL NOTIFICATION threatening disconnection appears at the beginning of the following month, when my payment is already in the mail.
