I filed a complaint last summer with the Better Business Bureau against Two Worlds United which is a company that arranges cultural exchange and summer abroad programs for students. I also contacted the Department of Consumer Affairs and the Attorney General's office. The BBB gave them an "F" rating, something I didn't learn about until after our bad experience.
