I signed up for level pay plan program in January 2011 to pay $120 each month, and noticed on Feb bill statement that my "actual usage" reading was $347. I have lived in the home for 3 years and never had a bill over $160 for 1 month. With the Level Pay Plan you pay the same amount each month then any remaining balance is due at the end of the year. It seems they bill you higher so that you have an outstanding balance.
