School has no issue changing "school policies" (using term loosely) without informing students or even administration and leaving veterans in a hardship. Information is usually found out through other routes than the college or the persons responsible for the change. Change isn't the issue here, its the lack of respect from the responsible person to inform students of changes before it causes such a hardship.
