Verified by Visa is unreliable, but they can you some damage and put you through a lot of inconvenience. If you finally find the customer service number, it is utterly useless. An agent will simply tell you that they can't help you. In my case, I tried to make an online payment, one which used verified by visa. I input the correct numbers, but they were said to be incorrect, and the screen said that my card was now locked.
