Recently - I came across with a person, who bought templategang.com template premium set. They claimed to be providing premium html / flash templates over 5000 + 3000 nos with all source files. Their FAQ does not say that - all the templates need to be downloaded in 48 hours. Upon asking them specifically of the time limit, they simply said that - templates are available instantly.
