They steal your luggage after shoping tours. Details: We bought a tour from the Zani Viaggi company in Milan to Serravalle outlet. After shopping we wanted to take our luggage with us to the bus (one middle bag, the bus was half empty), but the driver insisted that we MUST put the luggage to the trunk or he wouldn't move so we had to do.
