We hired Mr. Thomas to do electrical wiring and obtain a permit for our home. We paid him a downpayment upfront in the amount of $1265.00. He then refused to do the work. He did not do the work or obtain a permit. When we requested he refund our downpayment, he indicated that he had spent the money.
