One can test quite easily without sending the test results in to the money grubbing groups that simply look at your vet's results and make a 'ruling' and give you a number. Hips can be x-rayed, eyes checked, knees palpated etc all without sending in the results to the so called certifying group. Presuming that testing ensures pups will be healthy is a wrong assumption.
