I believe that this man is running a backyard breeding operation and possibly not reporting all the money that he is making from selling the puppies. The reason I think that he may not be reporting all of the money is because if we paid by credit card we had to pay sales tax but if we paid CASH there was no sales tax involved. When we first walked into the house it smelled horribly.
