OK, this is rich. To try to end run around the new law, Captial One just sent a letter saying that they are converting my normal rate [6%] which I have had for 10 years to a "Promtional Rate" and that in Spet 2011 it will expire and the rate will triple. Sneaky, since this will be a conversion of a "Promotional" rate it won't be under the law that was just passed. What a crock! "Promtional"? whatever, its the same rate I have had for years. Never been late. And to top it off, if you don't like it you have to cancel by August of 2009???????? read full review »
