Robert Landegger of Capitol Real Estate refuses to comply with City's regulations and split the cost of a delapidated block wall bordering his property. He has been dragging this out for years. He claims the wall can be repaired. He has his contractor draw up an inflated estimate for repair so he can get 1/2 of the cost.
