I bought a confirmation of delivery service from the USPS. I consider them charging for a service, receiving money for a service and giving me a receipt explaining what they will do for the money, a legal contract. They accepted money to provide a delivery confirmation on a mailed letter. Now they say they have no record of my letter ever being delivered - or ever being mailed for that matter.
