I have never been late or gone over my limit. I needed a balance transfer and was offered a 4.99 fixed rate by Capital One. I took it I never used the card except for the transfer. Well much to my surprise my rate change happened this billing cycle. I thought it was mistake. My rate went to 14% I called one Sat morning and was told I UNDERSTAND by several representatives but there is nothing we can do. That I should be happy that my rate was 14% and not higher.
