I too was a victim of this Rewards Program scam. Capital One is disputing the charges, and I spoke with both Norm Thompson and Encore representatives today. They have agreed to remove the charges from my bill. I have also filed complaints with the Office of Consumer Affairs in PA. and here in Georgia where I live, and encourage everyone else to do the same.
