I had just reopend an old account in Oct/2006 after my last apartment's landlord got everyone to start paying hydro a year after we moved in the previous Sept/2005. I had already had an old account from a previous address so I thought I wouldn't have problems with an extra start up fee. When the account reopened I was surprised to find that I owed about $70 in a start up fees. Now, your only supposed to pay this for brand new accounts.
